At the 10/17/07
Regularly Scheduled Board Meeting:
Based on the current construction costs
and rising fees, it was recommended by staff that this project
be built in two phases. The first phase is to include the
Assembly Hall, Kitchen, Offices, Class/Meeting Rooms, and
the Senior Center. Phase 2 will consist of the Gymnasium
and two swimming pools.
A presentation was given by Brian Brown,
WLC Architects, showing the rising costs of all phasing
options and that Phase 1, described above, is the only Phase
within our current price range. Furthermore, he provided
figures for two other building material options for the
gymnasium, neither of which were cost effective.
Public comments reflected the desire
for a community pool due to the large amount of those who
participate in competition and recreational swim as well
as water polo. Discussion was brought back to the Board
and each Director provided personal insight as to what the
next step should be.
ACTION: This item is to be brought
back to the November Board Meeting for continued discussion
on Options 1 and 2, and a presentation on Option 3, consisting
of the plans of Option 1 with a heated competition pool.

Special Board Meeting:
ACTION: To move forward with
Option 1 (Assembly Hall, Stage, Kitchen, Offices, Meeting/Classroom,
Senior Center, and Teen Room); proceed with an alternate
bid package to include Option 1 as well as the pool and
pool support facilities) to be determined once the bids
are received. Ayes—DG, AC, DJ, KC, VC
A bid alternate is a portion of the
work identified on a bid form to receive separate pricing
from the Contractors. CSD has ninety days to choose to accept
or reject the alternate based on whether the alternate is
within CSD’s budget.

Board Meeting:
Dan Polen, ProWest Constructors, provided an update on the
status of the project. The bid for site utilities has been
made available with a considerable amount of interest shown.
On January 31st, Bid Release 1 will go out at 2:00 pm and
Board members are welcome to attend. Bid release 2 will
be available on January 29th for viewing. Bids will be accepted
on February 27th and 28th. Construction start date is February
19, 2008. The interest shown so far is very exciting for
all involved. Ground Breaking Day is scheduled for February
29, 2008. ProWest has donated $1000.00 toward the celebration

Board Meeting:
Kirk McKillop, on-site Project Manager, was introduced.
He will be overseeing the Center Construction. He lives
in Placerville and has been on a project in Southern California
so he’s happy to be closer to home. Mr. McKillop has
set up fencing and a trailer is on site. The project is
staked. Bid release 1 Contracts went to Doug Veerkamp General
Engineering for earthwork ($ 185,881) and Hangtown General
Electric for underground utilities ($191,876). The entire
Community Center project continues to be on schedule. Frontage
Improvements will be completed by Vincini Construction.
Bid release #2 took place on February 27th & 28th; this
was for the alternate of a pool. The groundbreaking ceremony
was on February 29, 2008.The following will be rebid: doors/frame/hardware,
site concrete, windows, specialties, & swimming pool/
equipment. They will be rebid on April 17th at 2:00 pm at
Fire Station 89.
The main construction entrance will be the entrance off
Meadow Lane. As a side note, all construction equipment
will have to rinse off mud prior to exiting the site. Meadow
Lane will be regularly cleaned. The project continues to
be on schedule.
